The Exclusion List lets you set up which kind of programs or which developers you don't want to consider for Share Results feature or for program searching.
"Exclude developers like..." is intended to exclude people who are not developers but exceptionally write some program or apply some note (e.g.: Basis personnel). If you don't exclude them, most of the time your Productivity average will decrease -not showing the true results-.
"Exclude programs like..." is intended to exclude programs which are for test purposes only. Here again you would affect your Productivity and/or Quality results if you don't exclude them.
The wildcards (* and +) can be used to specify developers and programs.
